For over 24 years, Michelle Mader has been at the forefront of transforming healthcare organizations through comprehensive system-based strategic initiatives. Her expertise lies in planning for national, multi-state, and regional networks. Michelle crafts strategic and capital plans by analyzing and collating market, financial, regulatory, operational, and facility opportunities. By prioritizing financial viability and identifying positive investment indicators, she streamlines the development process for clients, accelerates funding approvals, and fast-tracks implementation.

Jennifer Burrington
Vice President of Research & Strategy, Tampa Bay Economic Development Council
Jennifer Burrington is Vice President of Research & Strategy at the Tampa Bay Economic Development Council, where she leads the organization’s research, market intelligence, and strategic planning efforts to support business attraction, retention, and regional competitiveness. She serves as an advisor to executive leadership and stakeholders, providing economic insights, performance metrics, and data-driven storytelling that guide decision-making across the Tampa Bay region.
Jennifer also oversees performance measurement and strategic reporting for the Tampa Medical & Research District, helping to showcase the region’s growing innovation economy and the impact of collaboration among healthcare, research, and industry partners.
A fourth-generation Tampa native, Jennifer previously led the EDC’s healthcare and life sciences initiatives and has worked in economic development at the state and local level, as well as in consulting with Ernst & Young. Her work has supported projects resulting in more than 2,000 new jobs, over 9,000 jobs retained, and $5.5 billion in capital investment.

Arnulfo Castillo, AIA, LEED AP
Senior Director, Orlando Health Asset Strategy Design Studio
Arnulfo Castillo, AIA, LEED AP, is Senior Director of the Orlando Health Asset Strategy Design Studio, where he leads enterprise-wide master planning, programming, and design management. His work emphasizes high-quality architectural design as a driver of exceptional patient experience, operational resiliency, sustainability, and a cohesive brand identity across the health system.
Under Arnulfo’s leadership, the Design Studio developed a standardized hospital prototype conceived as a flexible kit of parts, integrating extensive off-site prefabrication and modular components to improve quality, speed to market, and long‑term adaptability.
Prior to joining Orlando Health, Arnulfo served as Director of Capital Program Management for Bishop Estate, the largest private landowner in the State of Hawaiʻi. He holds a bachelor’s degree in Economics from The University of Texas at Austin and a Doctorate in Architecture from the University of Hawaiʻi at Mānoa.

Dave Kistel
Vice President and Chief Facilities Executive, Lee Health
Dave is responsible for the integrated facilities & support services operation of a multi-hospital system including four acute care hospitals and three specialty hospitals with a total of 1,865 beds. Dave is responsible for facilities (both acute and ambulatory) planning, design, construction, plant operations, environmental safety, and asset management. Dave has completed over 3 billion dollars of healthcare projects in his career including, in recent years, Cape Coral Hospital, Lee Memorial Hospital, Golisano Children’s Hospital, Coconut Point, Gulf Coast Medical Center, and the Regional Cancer Center. Dave also participated as the Planning Section Chief and the Infrastructure Branch Director within the Lee Health System Command IMT (incident management team) which activated during the COVID-19 pandemic and Hurricane Ian & Milton responses. HealthCare Design selected Dave as the outstanding 2022 HealthCare Design 10 Owner of the year & the 2023 Lee County Healthcare Professional of the Year.


Philip Minden
President, St. Joseph's Hospital - BayCare Health System, Inc.
Philip Minden is a native of Fort Smith, Arkansas. He holds a master’s degree in healthcare administration from the University of Oklahoma Health Sciences Center and is a Fellow of the American College of Healthcare Executives. With over 22 years of leadership experience in the healthcare industry, he currently serves as President of St. Joseph's Hospital in Tampa. In this role, he oversees day-to-day operations and implements strategic initiatives for BayCare's largest hospital and only trauma center.
Prior to his current position at St. Joseph's Hospital, Philip was the president at St. Joseph's South in Riverview. Under his leadership, the hospital achieved national recognition for its exceptional quality of care and demonstrated remarkable progress in performance improvement. Before this, he served as President of Bartow Regional Medical Center and as CEO of Pasco Regional Medical Center. He has also worked as an Assistant Administrator at Poplar Bluff Regional Medical Center in Missouri and Sebastian River Medical Center in Florida.
Philip is an active member of several local foundations, chambers, and committees. He serves on the board of Cristo Rey Salesian High School, Bay Area Linen Company, and the Tampa Bay Chamber of Commerce. He is passionate about educating the community and believes in making connections through charity.

Melissa Golombek. DNP, MHCM, RN, NE-BC, CPN
Executive Vice President, President, Tampa General Hospital
Melissa Golombek is Executive Vice President and President at Tampa General Hospital, a leading academic health system and primary teaching hospital for the USF Health Morsani College of Medicine. She oversees enterprise-wide clinical and operational strategy, including key partnerships. A results-driven executive with 16 years of experience, she brings expertise in strategic planning, performance improvement, program development, and quality outcomes.
Golombek joined TGH in 2020 as Senior Administrator for Muma Children’s Hospital and the TGH Women’s Institute. Under her leadership, the Women’s Institute achieved Level IV maternal care designation from The Joint Commission and earned a #5 national ranking and #1 in Florida for Obstetrics & Gynecology by U.S. News & World Report. She also helped secure the region’s largest philanthropic gift to a children’s hospital and supported reopening the Level II NICU at TGH Spring Hill.
Previously, Golombek held senior roles at Johns Hopkins All Children’s Hospital, Northwestern Medicine, and TMC Health. She serves on multiple boards, mentors emerging leaders, speaks nationally, and holds a doctorate from the University of Central Florida.
